Bronze works fixed on grey marble from the Pyrenees, these two fountains are erected in memory of the city's founding past.
One bears the bust of Reffye, the military man, the other a mascaron, that is to say a mythological figurine which spits a small jet into a basin made up of pebbles. Auguste Verchère de Reffye, Director of the Emperor Napoleon III's Artillery Workshop, allowed Tarbes to have its Arsenal relocated because of the tragic turn of the War of 1870. Since the redevelopment of the course in 2004, two fountains designed by the architects Pagnou and Durancet are based on the history of the place and recall the presence of water in the area.
