In 1865, on land donated by the town, the Mother Superior of the Hospice de Ligny-en-Barrois, Sister Théodore Royer, financed the construction of the Saint-Charles Asylum for young children. The engraving on the façade, above the door, bears witness to this: "Laissez venir à moi les petits enfants" ("Let the little children come to me").
At either end of the façade are the arms of Saint-Charles, founder of the Lorraine hospital congregation, the Sisters of Saint-Charles, to which Sister Théodore Royer belonged.
In 1882, the building was handed over to the town of Ligny-en-Barrois, which used it as a nursery school until the 1990s.
Today, the building houses the Tourist Information Office, the Jeanne Ancelet-Hustache Media Library and the Camille Joignon Hall.
